Poliakova K. Economic competence of local bodies

Thesis substantiates several directions of an improvement of legal regulation of the implementation of local authorities’ economic competence. Dissertation investigates «mixed» legal status of local bodies and studies its influence on the definition of their economic competence. The features of determination of the content of economic competence of representative and executive bodies of local bodies are revealed. Some deficiencies in the legal regulation of property-economic, organizational and economic relations with the participation of local self-government bodies were revealed, and proposals for their elimination were substantiated. Legal mode of an implementation of economic jurisdiction by local bodies is considered and ways of its concretization are offered. The scientific and normative approaches to the legal characterization of delegation as a form of implementation of economic competence by local self-government bodies are researched.
