Essay

The thesis defined Mediterranean Region countries contemporary trends and problems of multicultural urban environment development, domestic and international experience was was analyzed. The meaning of the concept 'civilization' and its connection with the 'city' category in terms of civilization historical approach were analyzed. The contemporary terminological interpretation of the concept 'civilizational identity of urban landscape' in the area of architecture and urban planning was given. The manifestations features of multiculturalism phenomenon in historical places were investigated, regularities of their cultural and historical cyclical-staged changes were determined. Historical and genetic analyze of urban landscape of historical cities was conducted and features of its civilizational identity were discovered. Comparative factographic characteristic of natural, social and artificial urban environment components state peculiarities from three aforementioned core historical perspectives (conditional period of commencement of Western European civilization penetration, conditional period of completion, penetration of the contemporary multicultural state of the city) on the case of Algiers, Tunis, Rabat cities is made. Scientific principles of identification of condition and transformation of multicultural urban environment of metropole-cities (the case of Algiers city) were defined with using such linguistic sign indicators of its actual state as symbolic predominance of civilizational style, maintenance and reproduction of civilizational identity, derivation and inheriting of cultural inheritance elements, maintenance of dynamic integrity. On the basis of discovered principles and conducted diagnostics of modern city Algiers the architectural and urban planning techniques of multicultural urban environment transformation were suggested. Logic and semantic formula of civilizational identity for urban landscape and multicultural urban environment as its constituent was introduced. This formula defines and regulates cultural and historical identity of characteristics of material and spiritual basis for civilization (and its metropoles) to the sense and meanings of attributes of its ideal cultural form, which are cycle-stagely treated form on the basis of manifold intellectual (symbolic) interpretations immanent to each historical era. Architectural and urban planning techniques of consolidation for multicultural urban environment integral fragments with the use and theoretical assessment of Algiers metropol-city experience were suggested. These techniques are treated as regulative transformational supplementary planning bunchers-striners (focus mono- and multifunctional centers, distributional junctions, frontal ramified networks, linear clamps - public spaces) which have to be realized in the places of location of painful points (butting zones of cycle-stage and phase transitions), rapture of texture and fracture of frameworks (deficiency of infrastructure landscape networks) of multicultural urban environment. Requirements to instrumental content of methodic means (structural, genetic, organizational, compositional) of multicultural urban environment transformation are outlined. They are aimed at cycle-staged morphologic transformation and poli-processing parametrization of multicultural urban environment components; traditionally innovative consensus for defining and application of diapason of planning decisions examples, means and techniques of reproduction and coordinated transformation of metropoles multicultural urban environment constituents; infrastructure multicultural support of contact effects of peripheral and network interactions of metropoles historical and genetic zones (excerpts formation).
