The dissertation presents a theoretical generalization and a new solution to the scientific and theoretical task of identifying and substantiating the possibilities of using the modern European experience of state regulation of investment processes in the field of construction of social housing in Ukraine. It is substantiated that to date, scientific experts have not reached a common view on the interpretation of defining terms and concepts that cover the scope of state regulation of investment processes in the field of construction of social housing. The reason for this is that many scholars have considered the state regulation of investment processes in the field of construction of social housing, not taking into account its complexity and structural heterogeneity, which inevitably led to a one-sided interpretation of the basic terminology associated with the state regulation of investment activity. The author's definition of the concept of "state regulation of the investment process in the construction of social housing" is proposed as a set of tools of influence, which helps the relevant state authorities, guided by the legislative norms and within its competence, to regulate the mechanisms of functioning of the system of socio-economic relations in order to expand the reproduction of social housing stock. Investigating scientific investigations of representatives of various scientific schools on tools for solving the problems of regulation of investment processes in the field of construction of social housing in different countries, it was concluded that attempts to accelerate their institutional development by borrowing models of more effective systems led to their rejection by the less developed economic environment. The practice of the developed countries of the world shows that the programs of financing housing construction for socially vulnerable groups of the population with the participation of the state and municipalities are widespread, both through the targeted allocation of funds from the budget in the form of financing, and in the form of public lending for housing construction. Foreign countries have different forms of relations between the state and the participants in the construction industry in the housing market. The bulk of these forms, which have been formed in developed countries, can be reduced to three main models: social democratic, corporatist, and liberal. It is substantiated that at present, the problem of construction of social housing has been exacerbated due to the imperfection of the financial and credit system, the process of centralizing the construction, reconstruction and maintenance of the housing stock, restrictions on the allocation of land plots and the construction of individual housing, the lack of stimulating factors in the settlement of housing issues, etc. That is why the implementation of social housing policy should contribute to creating conditions for improving the quality of life of the population through the introduction of social standards, the formation of the optimal network of social infrastructure institutions, the target direction of investment in their further development and improvement of the quality of construction services. A thorough study of the peculiarities of the formation of the housing construction industry in developed European countries highlighted the priority tasks for state regulation of this sphere in Ukraine, in particular the construction of social housing, among which: the approval of minimum social housing standards at the state level in accordance with current realities; providing certain categories of citizens with subsidies, thus compensating part of the rental payment for premises in a residential property for commercial use; subsidies of citizens for the construction and acquisition of housing; subsidies on the operation of the housing stock; the introduction of programs that will stimulate housing construction by businesses that will provide housing for employees on a social welfare basis in the future. The conceptual model of realization of the European experience of state regulation of investment processes in the sphere of construction of social housing in Ukraine, based on which is the provision of public-private partnership is developed, while social housing policy should interact with the national social assistance system and its funding lines to support improvement. its indicators in terms of health and energy efficiency. In the framework of the implementation of the conceptual model, it is necessary to clearly formulate goals not only in certain areas of construction of social housing, but also for combining different directions and their consistency at the system level, including how they are carried out and by whom (this is especially important in decentralized systems).
