The dissertation develops theoretical approaches of the definition of the competitiveness of the higher education sector. The approach of evaluating the competitiveness of educational services is improved. It is based on the requirements and inquiries of consumers of educational services, the labor market and the market of educational services by the group of parameters of attractiveness of the institution of higher medical education. The model of economic interaction between higher education institution, business and state is improved. The concept of the competitiveness of the high medical education on the principles of economic interaction is proposed. It is based on the paradigm of providing high-quality medical services and envisages the reform of higher medical education through the functioning of the model of trilateral partnership «education-state-business». The model of economic interaction between higher education institutions, business and the state based on the strategy of partnership relations "education-business-state" is considered. The author improves scientific and practical approach to improving the state policy of supporting innovative processes in the field of higher medical education, which includes the priority directions: economic, organizational and regulatory regulation. The measures of the state regulatory policy of the educational services market in the field of high medical education are considered. The approach of the competitive position of a higher medical education institution is developed.
