The thesis is focused on the development of theoretical provisions and practical recommendations to improve public procurement system. The thesis outlines the main approaches in defining public procurement, the goals and objectives of public procurement. Both private and public interests in procurement procedures are systematized. Basic approaches to the public procurement principles are provided. The need to transit to the certified procurement (at regional and local levels), via establishing special organization structures, is considered. Problematic issues of assignment of qualification criteria to procurement participants are analyzed. The mechanisms of control in the public procurement field and types of responsibility are studied. It is suggested to improve ways of enhancement of public control over procurement procedures. Based on the research findings, proposals have been worked out as for making amendments and additions to legislative acts.
