Bazenko V. Development of physical culture and sports at the territorial community level in the context of decentralization of power in Ukraine

In the dissertation research the theoretical generalization and solution of the actual scientific problem concerning management of development of physical culture and sport of a territorial community as a basis of local self-government in conditions of decentralization of power in Ukraine taking into account foreign experience is given. With the help of general scientific and special methods of scientific knowledge - the empirical and theoretical research levels that were used at different stages of research, the notion-categorical apparatus in the management of the development of physical culture and sports has been improved. Thus, the definition of the following concepts – “management of the development of physical culture and sports at the local self-government level in the context of decentralization” and “mechanism for ensuring management of development of physical culture and sports at the local self-government level” – is given, which allowed to reveal the essence and main characteristics of these processes. The study describes the features of the provision of physical and recreation and sports activities of the population at the place of residence at the territorial community level, formed a classification scheme of management mechanisms for the development of physical culture and sports at the local self-government level, which allows more accurately determine the content of mechanisms depending on the purpose of its use, and therefore, the choice of more effective methods, tools, tools for its implementation. Approaches to formation of the strategy of territorial communities’ development have been improved, the main priority of which should be “Quality of social life” and one of the main objectives of which should be the formation of a healthy sports community. To achieve this goal, the optimal structure of the program for the development of physical culture and sports at the territorial community level in the context of decentralization has been proposed. It has been determined that the expansion of the process of comprehensive reconciliation of the most urgent and problematic issues of organizational and legal and financial support for the development of physical culture and sports at the territorial community level is possible through the use of a program-target method in management. Domestic institutional features, positive foreign experience and mechanisms of public participation in the management of the development of physical culture and sports of the territorial community have been investigated. Powers of public authorities, local self-government, public institutes have been systematized. The issue of control in the field of physical culture and sports at the local self-government level in the context of decentralization has been researched. The dissertation provides suggestions and recommendations on the organizational and legal and financial support for the management of local government bodies in the development of physical culture and sports in the context of decentralization, taking into account foreign experience. The model of organizational support for the development of physical education and sport at the territorial community level and the model of implementation of the policy of development field of physical education and sport at the territorial community level have been developed. The proposed models take into account the peculiarities of the organizational support of the management of the development of physical culture and sports at the territorial communities’ level in the context of decentralization of power, the needs of the community population in physical culture and sports development and obtaining appropriate quality services. And they also form a new approach to organizing management activities - from working with each resident of the territorial community to the active participation of civil society institutions whose activities are aimed at developing physical culture and sports and are based on intersectional interaction and coordination of all stakeholders’ efforts.
