Essay

The dissertation presents a theoretical synthesis and a new solution to the scientific and theoretical task, which consists in theoretical substantiation of the conceptual foundations of the state mechanism of regional development management in the part of organization of complex expertise of regional development projects and development of perspective directions of improvement of the institute of complex expertise in public administration. It has been established that the systematic implementation of the complex examination of projects in the public sphere is one of the innovative public mechanisms in the public sphere. The scientific understanding of the essence and content of the complex expertise of regional development projects as a systemic activity of authorized expert organizations and experts of various fields of knowledge carried out under state orders is substantiated and is related to conducting researches, evaluation of a certain object, as well as the preparation of expert conclusions, recommendations on the subject of examination in order to obtain relevant, representative, objective and reliable information. It is substantiated that in conditions of decentralization of power in Ukraine and strengthening of powers of local self-government bodies and local communities, carrying out of a comprehensive state examination of projects in the public sphere becomes a factor of consolidation and social integration of all social groups in the sustainable development of the territory. It is proved that the basis of effective public management of complex project expertise is the use of an integrated set of management methods and tools for project management aimed at meeting the needs of society through the initiation and implementation of projects in the public sphere. It is disclosed that in the developed countries of the world the institute of complex and incomplete examination of projects using the territorial principle of building a system of public quality control and participation of state bodies in the regulation of conducting expert evaluation of regional development projects is widely used. The leading trend in developed countries is the conduct of state and non-state expertise, taking into account public expertise, as a mechanism for feedback of the public administration system. The most promising of the best international practices of conducting a complex examination of projects in public administration from the point of view of the possibilities of implementation in Ukraine are identified: UNIDO methodology, information system of preliminary analysis of PROPSPIN projects and US descriptive model. The conceptual spatial-temporal model of complex examination of projects in the management of regional development is substantiated and proposed. This model is a spatial-temporal, balanced, project-oriented polystyrene system with three-level management of project expertise (strategic, tactical and operational), which is built on the functional-network management form of complex expertise within each phase of the project life cycle on the basis of partner interaction between institutions power, business and society and multilateral media and information support of public authorities in the field of regional development management. The main elements of the proposed spatial-temporal model of expertise of regional development projects are defined: subjects of institutional interaction; socio-political institutions as certain established norms of social behavior; institutions as organizational forms of expertise of regional development projects; (legislative acts and organizational structures); relations formed in the institutional environment between all subjects of project expertise; partner network of institutional interaction; information and communication and institutional and technical infrastructure; other security subsystems.
