Essay

The dissertation examines the disbalance of the household’s housing and utiulity services expences on the Ukrainian market: the discrepancy between the cost of housing and utility services and consumer’s solvency, taking into account the necessary capital repairs and future reproduction of housing; limitation of the offered management services for the tenants by the current houses maintenance functions without taking into account investment-building processes and corresponding functions and expenses for housing owners. In the course of the study, the legislation of Ukraine is analyzed, the functions of current maintenance of houses and land are shown compared to the uncertainsty of strategic functions of capital repairs and reconstruction of buildings. On the other hand, it is shown that the law obliges the public authorities to ensure the normal technical condition of the house, to conduct its examination, overhaul and reconstruction, which requires the involvement of professional managers. Their functions should be significantly improved in conditions when residents act simultaneously as consumers of services with limited solvency and as apartment owners and co-owners of apartment buildings. The relevant scientific and practical approaches and functions of the Facility Manager and the Property Manager abroad are analyzed. Based on the research of Ukrainian and foreign authors, typical management specialization is shown in the areas of building management, organization of standard housing and utility services (water supply, energy supply, household waste management, etc.) and real estate management. It is proved that under these conditions the interests of the residents-owners and the functions of professional managers should cover all three specified areas. Trends in tariffs for utilities due to rising energy prices and reduced consumer solvency, as well as the need for capital repairs and housing purchases in the future, which will further reduce solvency, are considered. In contrast to the expansion of consumer subsidies, it was proposed to take into account the value of their real estate when financing capital repairs. The necessity to include the owner’s housing property value into financing mechanisms and state support of residents, the expediency of expanding contractual services for housing management towards orientation on residents as owners is substantiated. The mathematical and organizational-management balance models, methods and tools for using of property value to increase the resident’s solvency as consumers of services are proposed. Taking into account the implementation of the model, the tenure ownership and use structure in Ukraine has been predicted and compared with the EU countries.
