The dissertation is devoted to the substantiation of theoretical and methodical principles and applied recommendations for the development of human capital of agrarian enterprises in the process of management of their personnel. The theoretical principles of formation of human capital of the enterprise are substantiated. The place and role of intellectual capital in the structure of human capital of the enterprise are outlined. Methodical methods of estimating the state of development of human capital of agrarian enterprises and formation of the potential of its growth are developed. The tendencies of realization of the policy of expenses for maintenance and development of personnel of agrarian enterprises are determined. Directions, paths and grounded architecture of management systems for the development of personnel of agrarian enterprises have been identified. The features of personnel stimulation as a factor of development of human capital of agrarian enterprise are determined. The identification of the characteristics of the cost management process for the maintenance and promotion of personnel in the human capital development system of agrarian enterprises has been completed. Models and strategies of management of the intellectual capital structure of agrarian enterprises in the development of their human capital are substantiated. The strategies of human capital development of agrarian enterprises have been developed. The conceptual foundations of strategic management of the structure of intellectual capital of agrarian enterprises in the development of their human capital are grounded on the basis of integration of the model of development of personnel management into the general model of economic growth of the enterprise, taking into account the specifics of implementation of development programs that involve changes in the volumes of production and sales of products, product specialization, change the market position of the enterprise.
