Essay

The dissertation is devoted to the development of a new toolkit of organizational and technological development that provides a substantiation of the cycle of municipal building projects (MBP) as specific construction and investment objects that are being implemented by the municipal authorities to solve the urgent infrastructure, communal, ecological and social problems of Ukrainian cities. The scientific and theoretical value of the results of the dissertation is determined by the innovative content of the methodological and analytical components of the organization of the spatial development of construction for the IBE. For the first time, the renovation of the construction development system for mixed-purpose projects was carried out on the basis of a combination of improved analytical tools of multicriterial resource-calendar planning with methodological principles determined by modern theories and methodological platforms used in the organization of construction, development and modern practice of enterprise management: the method of balance of investment and organizational criteria, branch theory of enterprise management "geometric economy trick "advanced theoretical and methodological foundations adaptohenezu, reinzhyzhinirynhu construction. According to the specific characteristics of the projects studied (significant duration, technical and technological complexity, mixed functional purpose, significant investment capacity, etc.), in turn, gave grounds to substantiate the organizational and managerial and functional and technological basis of the construction development system for the said projects. Consequently, the system of construction development for the IBE, embodied in a certain organizational structure of administration, has to implement special functions: a) administrative and regulatory function, which is to provide communications and institutional and institutional relations between institutional actors and project implementers in the form of agreements, contracts and a functioning project management directorate; b) a preventive and analytical function, directs the development system and the organizational structure of the IBE for an early review of the impact of the processes of the external and internal micro-environment of the IBE's implementation during its life cycle, timely detection of threats to the preparation and construction of objects, the development of recommendations, organizational, technical, and economic measures to overcome them; c) management of logistics, training and construction processes - a function aimed at the operational management of the life cycle processes of the IBE in the process of transforming the customer's resources and its institutional processes into the intermediate and finished products of the project. As a means of formalized and scientifically balanced substantiation and management of the preparation and construction of construction sites in the municipal investment and construction programs, which are implemented in the form of IBE, the scientific and applied instruments of organizational and technological development of these projects are substantiated. As part of the toolkit, 3 organizational and structural and organizational and technological models, a set of applied programs and a number of practical recommendations for construction development for the needs of the IBE were developed and substantiated. The organizational-managerial format and alternative design decisions for the management structure of the IBE in the form of a temporary administrative grouping (directorate) are substantiated. An analogue of the concession model of the BOOT in the public-private partnership was chosen as an appropriate format for the functioning of such a structure.
