Panchenko O. Civil liability of police officers in Ukraine

The thesis is considered to be a comprehensive research of the institute of civil liability of the police officers in Ukraine. The analysis of the state of scientific development of the issue of civil liability of police officers has been carried out, the methodology of the relevant research has been outlined and the evolution of the legal regulation of the institution of civil liability of police officers in Ukraine has been studied. The corresponding normative legal acts of certain European States concerning civil liability of the employees of their law enforcement agencies for the purpose of borrowing positive experience have been studied. The concept of civil liability of the police officers has been formulated as well as the features, the types and the forms of civil liability of the police officers have been defined. The specificity of bringing the police officers to contractual and non-contractual civil liability has been considered. The reasons for exemption of police officers from civil liability have been determined. Based on the current scientific doctrine and civil legislation of Ukraine, some proposals for improving the legal framework regulating this issue have been submitted.
