Essay

The dissertation is devoted to the solution of the actual scientific problem related to improving the efficiency of navigation in difficult transport conditions, which is essential for improving the safety of navigation, especially in high-water areas. The scientific novelty of the obtained results is that: the mathematical model of navigation situation identification is improved, which, unlike the known ones, is distinguished by the formalization by means of fuzzy logic not only of the trajectory properties of the water transport means that determine their collision, but also of the possibilities of the person taking the decision to solve the situation taking into account its real danger; has received a further development the method of recognizing the dangerous approach of ships in the area with intensive navigation, which, in contrast to the known, differs in the use of fuzzy sets for describing navigation situations, branching structure and determining a certain number of levels of danger of navigational situation, which allows to determine and operators of the shore-based vessel traffic management system to translate the situation with the least danger; has received a further development the method of operational management of the vessel with the use of decision support system, which, unlike the known ones, takes into account the main factors of decision making: the level of qualification of the navigator in combination with the willingness to make decisions; completeness of information on the development of the situation in which the vessel is located and the forecast for the time of exit from the situation; the behavior of the environment and its effect on the vessel, and limits the management of the ship to allowable time. The practical value of the obtained results lies in solution of the scientific problem to improving the efficiency of navigation in difficult transport conditions, which allows: - to increase the level of navigation safety, first of all, in the areas with intensive navigation; - to parry the emergency situation of the navigator before its transition to the critical under conditions of disturbing influences of internal and external destabilizing factors; - make comparative analysis of different options for building Vessel Traffic Management Systems and make sound recommendations based on the results of the analysis to choose the best solution for navigating the situation.
