Hlushach Y. Rationing in the Institutional Mechanism of Economic Transformation

Object of the study: institutional transformation of economic system. Objective: to disclose the content of the rating as an institution of the modern mechanism of economic transformations, distinguish the stages of rating institutionalization and determine the directions of its improvement. Methods: theoretical generalization, comparison, historical method, methods of system analysis, statistical analysis. Theoretical and practical results, scientific novelty: the content of institutionalization of rating, as a gradual process of streamlining the relations of business subjects on the development of information mediation have been justified, the stages of its institutionalization have been substantiated; the system of factors of ordering the possibility of deliberate and unintentional manipulation during the development and application of ratings has been distinguished; interpretation of the mechanism of transformation of economic systems, taking into account the component rating as well as definition of rating functions in the process of economic transformation (major; derivatives and changes) have received further development; determining the content of the rating as a result of regulating the process of consolidation of significant amounts of information, which acquires the ability to influence the choice of actors in the implementation of economic transformations and also the classification of ratings by distinguishing them according to the meaningful composition of the chosen parameters, the level of generalization of data, the subject of development and according to its structure have been improved. The ambivalent nature of the impact of the rating on the choice of the trajectory of economic development has been proved. Practical significance: the main ideas and conclusions of the dissertation are intended to supplement and develop the theory of institutional transformations of economic systems, taking into account the rating. The practical recommendations presented in the paper make it possible to use the results in the development of measures and the formation of programs of state and regional structures, professional and public organizations for rating development on a fundamentally new methodological basis. Scope of application: in teaching-methodical work for teaching the subjects "Institutional Economics", "Economic Comparative Studies" and "Macroeconomics"; in the analytical work of different busines structures to evaluate the comparative development potential, attract investment and identify priority funding areas for certain projects and activities.
