The paper describes the concepts and causes of the global ecological and economic problem of climate change, reveals the ecological and economic consequences of the global climate change problem, explores the transformation of world views and methods of environmental policymaking in the context of climate change. The essence and significance of climate change in the ecological-economic system are disclosed. The concept of climate as a natural resource, which affects human living conditions, and the level of economic development are defined, which substantiates the need to distinguish the climate at the normative level as an object of environmental and legal protection along with existing objects, such as the environment, natural resources (land, water, air, forest, wildlife etc.), landscapes and other natural complexes. The legislative framework for the formation and implementation of Ukraine's environmental policy in the context of climate change is analyzed, the institutional and economic foundations of the implementation of environmental policy in the context of climate change are investigated, and the socio-economic analysis of climate change in Ukraine is conducted that revealed the attitude of the population to the problem and the ways of its solution. Problems that create obstacles to implement measures on climate change mitigation and adaptation have been identified. The synergy of the application of economic, legal, organizational and institutional instruments of Ukraine's environmental policy in the context of climate change is outlined, the necessity of greening the economy of Ukraine and implementation of low carbon policy for greenhouse gas emissions reducing in Ukraine is substantiated, recommendations for organizational and economic regulation of the greenhouse gas emissions trade mechanism are formulated. The dissertation research proved that the formation of an effective environmental policy in the context of climate change should be carried out on the basis of a synergistic-integral application of economic, legal, organizational and institutional tools aimed at climate change mitigation and adapting. The necessity of improving the legislative framework for the climate change mitigation and adaptation, institutional support, monitoring, reporting, verification and reduction of greenhouse gas emissions has been substantiated. The structure of the law of Ukraine on climate change mitigation and adaptation is developed. The conceptual framework for the implementation of the environmental policy of Ukraine in the context of climate change, aimed at greening of the Ukrainian economy and the implementation of low-carbon development policies is proposed. Recommendations on the organizational and economic regulation of the mechanism for greenhouse gas emissions trading in Ukraine have been formulated, providing the establishment of a national goal for stabilization and further reduction of greenhouse gas emissions. The factors that influence the determination of the allowable volume (quota) of greenhouse gas emissions for plants, as emission sources, have been identified, including: energy intensity, carbon intensity, cost and unit costs for reducing greenhouse gas emissions, indicators of greenhouse gas emissions reductions, current and projected emissions, technical potential, the impact of setting limits on emissions on competitiveness and income.
