Novykova O. Information technology support for the adoption of personnel decisions for higher educational institutions of Ukraine

The object of research - the process of selection, training and professional development of candidates for the posts in various areas of human activity. The goal - the improvement the quality of personnel decisions by forming informed recommendations based on the developed information technology. The methods - methods of system analysis and fuzzy sets; methods of probability theory, mathematical statistics, measurement theory and qualimetry. The results - the method of quantitative assessment of the degree of correspondence of candidates for the training of teachers is improved; the model of the teacher of higher education in the composition of the models of personality and professional activity is improved; the method of monitoring the professional activity of teachers is further developed; the information technology supporting the adoption of personnel decisions for higher educational institutions is improved by selecting candidates for the training of teachers. Introduced –teacher model which takes into account signs of professionally significant qualities of candidates for training in adjunct studies and signs of teachers' professional activities and method for formalizing expert evaluation functions to solve the selection problem were used in the work of doctoral studies and adjunct studies of the National Academy of the National Guard of Ukraine; a specialist model which takes into account professionally significant qualities of candidates for vacant positions and signs of professional activity of specialists and method of quantitative assessment of the degree of compliance of candidates for filling vacant posts with the specified requirements has been introduced into the activities of the personnel department of the State Enterprise " O.O. Morozov Kharkov Design Bureau of Mechanical Engineering"; in the activities of the personnel department of the Eastern Territorial Administration of the National Guard of Ukraine personnel decision support information technology by selecting candidates for contractual positions in the military units (divisions) of the operational-territorial association of the National Guard of Ukraine during mobilization was implemented.
