The dissertation is devoted to the issues of substantiation and definition of conceptual approaches, directions and mechanisms of improvement of migration processes’ regulation in Ukraine on the basis of analysis of the current migration situation, taking into account the international, in particular European experience in the formation of migration policy.
The state and the level of scientific development of the subject of the dissertation are determined, the scientific theoretical approaches of Ukrainian and foreign scientists to the definition of the term «migration» are generalized. The conceptual definitions of migration processes were improved, in particular the author’s definition of the concept of «migration» and «migration policy» was provided.
The main factors of mass emigration are characterized and an extended classification of factors of direct and indirect actions is worked out for a more detailed analysis of the causes and consequences of mass migration. The factors of direct action include: economic, social and economic, social and demographic, political, security, scientific and technical as well as educational. The factors of indirect action include: moral and psychological, religious, natural and environmental. These factors are interacting, intensifying and weakening each other’s actions, it depends on the types of migration.
The migration situation in Ukraine was assessed. The essence and the problems of labor migration of the population as an object of Ukrainian social and economic policy are revealed. The peculiarities of migration processes at the regional level (in Dnipropetrovsk region) and the problems of their settlement are investigated. It is indicated that the unstable situation in the East is the main factor influencing the current migration processes in the Dnipropetrovsk region. As the result, the number of temporarily relocated people, who need employment, housing and social assistance has increased. The world centers of gravity of labor are analyzed and directions of adaptation and implementation of experience of formation and realization of mechanisms of migration policy for Ukraine are determined.
The main directions of the strategy improvement of Ukrainian state migration policy are determined. The improved ways of the state management mechanisms of migration processes based on international experience are suggested. The suggestion of implementation of migration policy formation with the help of the developed simulation model of improving the strategy of Ukrainian state migration policy on the basis of systematic coherence with the goals as well as the results of related strategies and policies is proposed. In the research process a conceptual model of the institutional interaction mechanism of public administration bodies in the process of public regulation of migration processes in Ukraine was developed, taking into account the factors of direct and indirect actions; the model of gradual transformation of mechanisms of public regulation of migration processes; the models of institutional mechanism of state regulation of migration processes at different stages of migration policy, which are aimed at forming a modern paradigm of public administration in the field of migration process regulation on the basis of systematic, complex, innovative development, focusing on the implementation of the model of advance economic development and the qualitative growth in overall well-being. It is proposed to use migration profiles, which will provide information on the characteristics of migration processes that are important for the social and economic life of society, which will strengthen the regulatory capacity of the public administration system.
An analysis of the international experience of state regulation of migration processes was carried out, which allowed the USA, Germany, Saudi Arabia, Russian Federation, etc.), Georgia, Moldova to implement some conceptual foundations of the formation and the implementation of state migration policy, introduced by these states, that concerns the matters of returning citizens to their homeland, making it possible to highlight the common problems in almost all developed countries which combine the experience of minimizing the social and economic risks associated with the impact of migration on development countries with the introduction of innovative approaches to the use of mechanisms of state migration management aimed at protecting the national wealth.
