Essay

An actual scientific-practical task on further development of theoretical provisions, methodical approaches and development of practical recommendations on improvement of organization and communication support of personnel managerial activity of the enterprise was solved in the thesis. An essence of the notion of organization and communication support of personnel managerial activity, its role and importance in ensuring the competitiveness of the enterprise was determined in the thesis. The main characteristics were distinguished in order to define the notion of "organization and communication support of personnel managerial activity" of the enterprise, according to them the definitions suggested by researchers on the notion of "organization and communication support" and "personnel managerial activity" may be systematized. The analysis of the existing approaches on the evaluation of organization and communication support of personnel managerial activity of the enterprise allowed to substantiate the theoretical and applied basis for the formation of organization and communication support of personnel managerial activity of the enterprise which based on the process and structured approach provides distinguishing of the components of organization support and components of communication support . The conducted analysis of the effectiveness of personnel managerial activity of the Kharkiv region enterprises allowed to distinguish three factors of the effectiveness of the personnel managerial activity of the enterprise. It is determined that the organization and communication component is the most prioritized factor of influence in the effectiveness of personnel managerial activity. The integral index of effectiveness by the components and the overall integral index of personnel managerial activity effectiveness of the studied enterprises calculated for the period from 2012 to 2018 mostly have low and average indexes. The suggested methodical support for selection of activating instruments of the organization and communication support of personnel managerial activity is based on a combination of three integral indexes: the level of organization support of personnel managerial activity, the level of communication support of personnel managerial activity and the level of effectiveness of personnel managerial activity. The results obtained by the clustering process allowed to substantiate the most prioritized instruments for activating the personnel managerial activity within its increase for different groups of industrial enterprises and to propose measures integrated into the cluster for each group. The determination of the maturity level has scientific value which provides possibility of assessment of the personnel managerial activity current state and practical value which provides possibility of selection of the instruments for activating organization and communication personnel managerial which ensures its effectiveness and determines the strategy of enterprise’s development. This assessment will allow to determine which way of resources’ injection into organizational and communication personnel managerial activity is insufficient and therefore is ineffective, and which one is excessive and also is ineffective because of its unjustified investment. In order to evaluate the quality of organizational and communication support of the personnel managerial activity of the enterprise a methodical approach was proposed in the thesis, while its implementation allowed to use the proposed algorithm of fuzzy conclusion to quantitative assessment of the aggregate index of the quality of organization and communication support of the personnel managerial activity of the enterprise, which contributed to a well-grounded selection of organization and communication strategy for support of personnel managerial activity. An integral index of organization and communication support of personnel managerial activity which reflects the existing conditions for realization of managerial functions and maturity level of the personnel managerial activity of the enterprise have been selected as the initial system of indexes for the quality assessment of organization and communication support of personnel managerial activity. The practical value of the obtained results is that the proposed scientific and methodical solutions may be suggested for use by the industrial enterprises and enterprises of the engineering manufacture, particularly in the process of improving the organization and communication support of the personnel managerial activity of the enterprise. The practical use of the developed methodical approaches is advisable for use in the implementation of actions on selection of the instruments for activating the organization and communication support of the personnel managerial activity of the industrial enterprises.
