Balega A. Mineral policy and geological study of mineral resources in conditions of association with the EU

The dissertation is concerns to studying and search for the optimal model of the state mineral base and raw material policy in context of association with the EU, which takes into account the stage of geological study and peculiarities of financial support of exporation. The legal regulation of exploration and use of subsoil in Ukraine is provided by a system of legislative and by-law normative legal acts. In the course of the research, the legal framework in the field of geological exploration and use of subsoil was systematized according to the subjects of legislative initiative and directions of regulation. Some issues have been identified in the sphere of the implementation of mineral resources policy and planning of geological exploration of subsoil, which are partially or completely not regulated by law. The national dimension of institutional support of geological exploration and use of subsoil is considered. The subjects of interaction in the sphere of subsoil use are identified and the mechanism of such interaction is shown. The institutional structure of governance and policy implementation in the field of exploration and use of subsoil has been investigated, and three blocks of influence have been identified: institutions of general competence, inter-sectoral institutions of special competence and sectoral institutions of special competence. The State Geology and Subsoil Service of Ukraine is designated as the central executive body within the State Geological Service, the main functions and directions of activity are investigated. Foreign experience has shown that the State Geology and Subsoil Service of Ukraine does not perform key and progressive functions such as monitoring the market situation of mineral resources, promoting the mineral resource complex and ensuring the implementation of works to attract investment in the development of the mineral base.
