Essay

The dissertation is devoted to expanding theoretical and methodological foundations and developing scientific and practical recommendations on strengthening the effectiveness of financial control over public procurement on the basis of ensuring transparency and accountability of procurement and preventing corruption in this area. Examining the evolution of public procurement and control over its implementation, we can conclude that procurement for the needs of the state by its very nature emerged precisely to control the spending of public funds. A characteristic feature of public procurement legislation in Ukraine is its instability and frequent changes. This in turn leads to ambiguous interpretation of the principles and rules of public procurement, and ineffective enforcement. The development of public procurement is inextricably linked with the improvement of control over the organization of procurement procedures. The author's definition of "public procurement" has been clarified and formulated. The key features, principles and role of public procurement have been identified. The essence, importance and organization of the public procurement process in Ukraine is determined. The problem of exercising financial control over public procurement as a component of state financial control is investigated. Main advantages of implementing modern automated technologies to support state financial control are formed. A prototype of public procurement monitoring based on automatic risk indicators is developed. The expediency of developing public control over procurement as a component of state financial control is substantiated.
