In the dissertation the theoretical and methodological foundations of improving the priority mechanisms of state regulation of agrarian holding activities are identified and on the basis of theoretical generalizations and analysis of the practice of the proposal and recommendations for their improvement in modern conditions are elaborated.
On the basis of generalization of scientific research on state regulation of development of agrarian sector of economy and activity of agrarian holdings the basic socio-economic preconditions of state regulation of agriculture and activity of agro holdings in Ukraine are determined.
The practice of state regulation of agricultural holdings activity in the leading countries of the world is analyzed, the foreign experience relevant for adaptation in Ukrainian realities is determined, and the generalized model of state regulation of activity of agricultural holdings in the EU and the USA is developed.
The directions, the ways and the measures for improving the priority mechanisms of state regulation of the activity of agricultural holdings in Ukraine under modern conditions are defined, in particular: for the economic mechanism – restriction of monopolization and stimulation of the development of competition in the agrarian market, application of stimulating fiscal policy for ensuring the development of agricultural sectors, cultures, development of the land market through its phased opening, promotion of food exports, development of organic food production; for the social mechanism the development of the practice of corporate social responsibility of agricultural holdings, improvement of welfare of citizens, quality of socio-economic changes in the countryside, development of processing enterprises for the employment of rural population, improvement of infrastructure in rural areas; for the environmental mechanism – implementation of effective control over the targeted use of soils, implementation of measures to ensure rational land use by agricultural holdings, improvement of soil condition and structure, protection of lands, introduction of state-level control over the rational use and protection of land by agricultural holdings, both by the relevant authorities and local governments and civil society institutions, etc.
It is substantiated that the improvement of the social mechanism of state regulation of the activities of agricultural holdings is aimed at improving the well-being of citizens of the country, ensuring the food security of the population, which determines the ability of the country to guarantee to every person the opportunity and economic availability of good rational nutrition with quality products for different segments of the population, satisfying people’s needs. It is advisable to improve this mechanism in the following areas: development of the practice of corporate social responsibility of agricultural holdings, their cooperation with public authorities and other stakeholders in the formulation of programs for the development of rural settlements and implementation of measures for their implementation; improving the well-being of citizens, quality socio-economic changes in the countryside by developing and implementing a strategy and annual plans for innovative development of the agro-industrial complex; state assistance for the development of priority enterprises, which provide the food security of the country, the increase of production of potential export products, the development of processing enterprises to ensure the employment of rural population, improvement of infrastructure in rural areas.
The ways of improvement of the ecological mechanism of state regulation of activity of agricultural holdings in Ukraine are suggested, in particular concerning effective control over the targeted use of soils; implementation of measures for providing agricultural holdings with rational land use, improvement of soil condition and structure, protection of land; implementation at the state level of control over the rational use and protection of land by agricultural holdings both by the relevant state authorities and local government bodies, as well as by civil society institutions, etc.
