Kladchenko M. Financial provision of state higher education institutions of Ukraine

The essence and peculiarities of the category "financial support of state institutions of higher education" in the system of financial and economic relations are revealed, the interpretation of financial provision of state institutions of higher education as a set of economic relations arising between participants of the market of educational services, in particular, institutions of higher education, state, sub economic entities and households, regarding the formation of an adequate amount of financial resources to ensure the functioning and development of public institutions of higher education to go through the processes of formation, accumulation and use of financial resources while diversifying their sources. Approaches to financial support for higher education institutions in developed economies have been generalized and systematized. Provision has been made for the modernization of the financial support mechanism of public higher education institutions, which consists in the modification of methods, instruments and forms of financial provision and provides for a practical, result-oriented implementation. Approaches to defining the features of planning and use of financial resources by state institutions of higher education of Ukraine have been further developed, taking into account the possibilities of state provision of higher education, the potential of non-state sources. The basic directions of development of financial support of state higher education institutions in Ukraine are substantiated. Approaches to the allocation of budget expenditures between national state higher education institutions, provisions on the role of diversification processes of all aspects of higher education as components of the system of financial support of state higher education institutions, approaches to activation of mechanisms of optimization of expenditures by public institutions of higher education state institutions of higher education in the conditions of globalization in guaranteeing the economic security of the state, ensuring national interests.
