Essay

The dissertation contains substantiation of the theoretical and methodological backgrounds to the organization of the life safety of local territories. It discloses the historiography of the problem of life safety organization and gives a description of the problem which is studied in the dissertation. It considers the formation background of the “life safety” definition. The work represents the author’s understanding of the term “life safety” premised on understanding of the essence of the “safety” and “life” concepts. The research methodology of the local self-government bodies’ activities in the area of life safety was substantiated.
