Thesis for a Candidate Degree in Public Administration (PhD): Speciality 25.00.01 – Theory and History of Public Administration. – National Academy of Public Administration under the President of Ukraine, Kyiv, 2019. The dissertation deals with the solution of actual scientific problem, which consists in theoretical and methodological substantiation of the axiological grounds for parliamentary in conditions of democratic changes in the state and the development of practical recommendations on their application in the activities of the Verkhovna Rada of Ukraine (Parliament), civil society institutions, people's deputies (members of the Parliament, MPs) of Ukraine. The study involves ths systematic overview of evolution of axiological concepts of public management; description of parliamentary activity as a way of active interaction of parliament with other institutes of the state and society; clarification of the content and structure of value-oriented parliamentary activity, which is considred as complicated formation, based on the adoption of relevant sound parliamentary culture and lawmaking processes. The dissertation also contains the review of global practice (United kingdom, USA, Canada, and EU member states) in the development of social value oriented parliamentary activity, which is fouced on enhancement of external control over parliamentary`s and MPs` activities in their effective interaction with the state and society. The author has stipulated axiological foundations of value-oriented parliamentary activity as the system of axiological concepts and methods of their application, axiological principles of transparent, socially active, democratic and humanistic interaction within the state, axiological criteria of integrity, moral hazard and responsible behavior, which promote the level of parliamentary culture and lawmaking. The dissertation contains the originally developed methodology of determining the index of value-oriented parliamentary activity, which characterizes the level of formation of parliamentary culture; the mentioned techniques includes the range of indicators such as parliamentarians belonging to the national political-managerial elite, their political competence and experience in civil society institutes.
