Honchar S. Mechanisms for implementing state manpower policy in Ukraine on regional and municipal levels under conditions of decentralization

In the dissertation the theoretical and methodological foundations of the mechanisms of the state personnel policy are covered; normative-legal bases providing mechanisms of realization of the state personnel policy in Ukraine are analyzed; the institutional and organizational mechanism of the state personnel policy at the regional and municipal levels is characterized; the current state of personnel policy in the system of local self-government bodies of Ukraine at the regional and municipal levels is considered; mechanisms of realization of the state personnel policy in the system of public management are investigated; the role of the personnel motivation system was determined; the role of personnel potential of public authorities and local self-government in the improvement of personnel policy at the regional and municipal levels is substantiated; ways of improving personnel work at the regional and municipal levels are identified as the main factor for effective development of the region.
