Essay

Dissertation is devoted to the research of e-petition as a form of realization of constitutional right to manage public affairs. The following topics were explored: approaches to the understanding of constitutional right to manage public affairs, general characteristics of its’ forms, international legal standards of the civic engagement in decision-making process; the genesis of the right to petition; the people’s law-making initiative as the main form of e-petition realization in Ukraine; e-petition as electronic document in constitutional law; legal framework of e-petition by law and regulations; aspects of the e-petitions’ realization at state and local levels; foreign experience of the petitions implementation and functioning. Conceptual apparatus was investigated in the dissertation research. The definition and correlation of such terms were defined: «state affairs», «public affairs».
