Kryshtal D. Mechanisms of public administration of the scientific and technical potential of higher education in Ukraine.

Object of study: state management of the development of scientific and technical potential of higher education. Purpose: substantiation of the theoretical foundations and development of practical recommendations for improving the mechanisms of public administration of the scientific and technical potential of higher education in Ukraine. Methods: hypothetical-deductive method of forming the methodology of a dissertation research, deductive proof of the hypothesis put forward; structural and functional analysis; a number of comparative methods; statistical method; prognostic method, theoretical and conceptual method. Results: the scientific problem on the development of theoretical foundations and the justification of scientific and applied recommendations on improving the mechanisms of public administration of the scientific and technical potential of higher education in Ukraine have been solved. Novelty: the ways of forming modern priorities of public administration of the scientific and technical sphere are identified and a new conceptual approach to reorienting the scientific and technical potential of higher education institutions to the modern tasks of scientific policy in higher education in Ukraine is proposed; practical approach to introduction of organizational mechanism for stimulating the development of university science and technology parks has been improved; directions of development of the financial mechanism of public administration in the scientific and innovative sphere on the basis of new methodological approaches to the evaluation of the scientific and technical potential of higher education institutions; formation of institutional mechanism of state management of scientific and technical potential of higher education institutions of Ukraine; further developed: systematization of foreign experience of public administration and implementation of scientific and technological priorities and system of monitoring the scientific and technical potential of higher education to control the dynamics of its development; theoretical approach to the performance indicators of public administration of scientific and technical activities of higher education institutions in the structural-analytical study of the potential of higher education.
