The actual and scientific task of developing models and methods for controlling search and rescue operations at sea in conditions of uncertainty has been solved in the thesis. The purpose of the dissertation research is increasing the efficiency of controlling search and rescue operations at sea in the conditions of uncertainty by reducing the time to overcome the distance between the rescue facilities (aviation or marine) and the ship which is in distress. It is determined that providing efficiency of controlling search and rescue operations at sea in the conditions of unexpected emergency situations is one of the most perspective research tasks in the field of navigation safety. This allows to significantly expand the functionality and improve the quality of control. To achieve the aim of the dissertation research, a concept of controlling search and rescue process at sea based on models and methods that provide multilevel control of time reduction to overcome the distance between rescue ship and the vessel which is in distress has been developed. The mathematical description of the model "search and rescue service – ship – crew – external conditions – unusual situation" system as a dynamic system of controlling the accident liquidation process and its consequences is given. It is shown that time reduction to overcome the distance between the rescue ship and the vessel in distress is provided by the efficiency of the choice according to the current situation at sea, the method of their approaching and the time for data processing and decision making. Hierarchical integrated scheme for controlling search and rescue process of an emergency ship and people who got into the water due to the accident has been described. The time spent for successful completion of the operation to rescue people from the water, vessel in distress and the property in an emergency situation has been identified as a numerical indicator.
