Essay

Dissertation is devoted to the development and justification of updated economic and analytical tools for the formation and administration of a portfolio of projects for the developer company that works in the field of commercial housing construction. The toolkit of estimation, choice and formation of successful system of administration of a portfolio of the housing construction projects which are realized in uniform operating system of the developer company according to new concepts of target appointment and the maintenance of functioning of operating system of the companydeveloper (CD) is developed and proved. The toolkit implemented the technology of CD functioning and the calculation-criterion basis for the formation and management of projects in the portfolio meets: domestic formats, procedures and indicators of regulation and evaluation of operating activities of housing construction participants, the requirements of the International Financial Reporting System and National Accounting Standards (Regulations) on interaction between construction participants. According to the phases of investment and operational production cycle of projects, the toolkit is preventive, it should be attributed to the stage of "pre-start-project" (as part of the pre-investment phase) of the project. In terms of the final target area, the toolkit forecasts future performance of the operating system of the enterprise developer 27 implementing projects as part of РHDP-DC as autonomous (within individual budgets, summary estimates and institutional environment of the participants, subordinate to the asset management company - AMC) business units and has in the formation of the composition and structure of РHDP-DC to provide both the greatest synergy (from the adopted alternative of combining individual projects into a single portfolio) and the smallest possible (in the circle of inseparable investment projects). The leading advantage of the toolkit presented in the work is the possibility realized by it of successful formalized administration and adjustment of parameters of operational and production cycles of projects within the РHDP-DC project portfolio in accordance with economic requirements, dictated by: capital and operational budget items; sections of the summary estimate calculation, the content of work performed (assigned to subcontractors of the development project) and the company's directives on asset management.
