Essay

This thesis is devoted to the analysis of public administration of humanitarian sphere development and to grounding of mechanisms of its improvement in terms of ensuring public stability. This research is first to highlight the generalized factors of public stability in accordance with the humanitarian sphere development priorities (security stability, social and political stability, social identification or values and ideological stability, educational and scientific integrativeness, culturalization and enculturation, socialization or social stability, national humanization or cultural nationalism, public informatization) and to suggest appropriate innovative public administration mechanisms (value stabilizing, systemic stabilizing, consolidating stabilizing, potential-oriented, informationally communicative, coordinative, integrative adaptive). This allowed author to conceptualize functional approach in governing humanitarian sphere as a body of means, methods and mechanisms of public management function appliance in the process of governance on various levels with the aim to accomplish mission and goal of humanitarian policy. To this end the basic concepts of the research were outlined: humanitarian sphere (relatively independent, but closely connected with other spheres and activities of social life field, which consists of a body of interdependent elements oriented at forming conscious (value) and cultural (humanitarian) public stability subsystems), public administration of humanitarian sphere development (activity of public administration subjects, which is grounded on public development values concerning ensuring humanitarian safety in the context of effective state humanitarian policy formation through systemic adaptivity of subject-object interaction and their innovative mechanisms). Author suggests scientific approaches towards the design of periodization of public administration of Ukrainian humanitarian sphere development establishment (I stage (1991–2000) – founding the basis of independent Ukraine humanization on the ground of intellectual potential nationalization mechanism, II stage (2001–2013) – broadening the spectrum of issues concerning regional development stimulation, civil society institutions formation, developing law framework in terms of ensuring national security with the usage of imitative mechanisms, III stage (2014 – ongoing) – adaptation of humanitarian sphere to the process of European integration and “hybrid war” conditions with the aim to reach political stability of the state and secure it on the international level. At this stage humanitarian sphere objectively takes the role of main stabilizing factor in public relations, thus being basic element of public stability in terms of forming united nation-state. Attention is focused on methodological approach to complex evaluation of humanitarian policy, the basis of which is indicative method. Its application allows to illuminate certain gap between real and idealistic values and goals, to identify humanitarian sphere elements in humanitarian security realization, discover logical ties of changes in pattern of humanitarian development, and to form strategic vision of ways and tasks of public administration of Ukrainian humanitarian sphere development modernization according to time criteria. The thesis reveals factors of humanitarian security dimension in terms of necessity to objectively define strategic priorities of the state in promoting and ensuring humanitarian security on the basis of designing the appropriate strategy. The research rests on the idea of “community security”, strengthening national unity and society consolidation under aggression, changes in culture and behavior patterns, spreading European values, primacy of personal and public safety over state security, foreground usage of law and innovation-oriented mechanism for the sake of substantially new principles of life. The thesis offers scientific reasoning of current public administration of humanitarian sphere development mechanisms application priorities that accounts for world experience and takes into consideration encouraging private investments, increase in public participation, formation of social, economic and local unity, building state-private and state-public partnership, which allows to strengthen institutional support owing to the creation of a single coordinative body that will develop the nationwide strategy of humanitarian policy and follow its performance through different mechanisms.
