Thesis is devoted to development of scientific and theoretical approaches to the justification and implementation of functioning means of public administration system of Ukraine based on European experience. Scientifically sound structural and functional model of subject-object interaction in public administration system of Ukraine based on interaction functions at the international, state, corporate, local, public levels; means for public services provision (covering institutional and functional, informational and communicational, organizational and motivational, scientific and innovative on the system level); principles of resource, legal, organizational and coordination and scientific support; factors, conditions, adaptation strategies, etc. for the purposes to achieve maximum quality of public administration in the process of consolidated public administration decision making have been proposed by the author for the first time in a thesis.
Conceptual and categorical science apparatus of the public governance was improved in the process of research in terms of clarifying “the public administration system” concepts, which, unlike the existing ones, provides for priority consideration of subject-subject equivalence in the process of administration decisions forming based on structural, functional, motivational ordering and qualitative certainty systems in conditions of direct democracy; “the subject of public administration” – an element of public administration system, entitled with authoritative and managerial authority regarding other entities distinguished by legal communicative activity and social orientation of actions in order to achieve maximum economic effect; “public administration at the local level’, carried out on the basis of combination of principles of relative independence and proportionality of involvement for local importance issues solving; “public administration means” – in terms of assessing their efficiency by synthetic development indicators; “interaction means between the subject and the object of public administration”, which provides for a set of joint actions in which the result creates interrelated conditions for their functioning based on the dynamism principle.
Scientific approaches to the theoretical models presentation for reforming the public administration system of Ukraine has been proposed by way of developing of information and analytical support for public administration model as a practical implementation of communicative means of interrelation containinginformation communication elements, information, scientific and expert analytics, information database for the needs of society, taking into account national features of institutional interaction.
There was further development of the disclosure of specific characteristics of the formation process of public administration system of Ukraine to determine the stages of its development in terms of organizational and legal mechanisms use, based on functional dependence criteria, authority administration relations as well as public order parameters.
It is proposed to distinguish the following stages: 1991-1994 (search for optimal organization of authority), 1995. (cancellation of territorial authority organization system, its return to the “Soviet model”), 1996-2003. (formation of public authority and executive power system), 2004-2010. (held of constitutional reform and local self-government and territorial structure reforms), 2011-2013. (promotion of maximum participation of civil society institutions in formation and implementation of public policy), 2014 and at present time (decentralization, reforming of public administration).
Development of a conceptual basis for the comprehensive means for implementing public administration reforms formation was updated, which in contrast to the classical system of public administration means, based on synergistic principles of social partnership principles, structurally functional subject-object interaction and interdependence; it unites political, organizational, legal, financial, scientific, informational and educational means on paripassu basis.
Practical recommendations include the conceptualization of the main strategic ideas for reforming the public administration system of Ukraine on the basis of comprehensive analysis of its current state, prospects for innovative development, taking into account the adaptation directions of the best European experiences: correlation of domestic legislative norms with international standards, introduction of regulatory practice in the risk management system and evaluation of its effectiveness in the process of implementing public policy, using the functional interdependence and institutional structure principles to optimize the public administration entities activities, deconcentration and decentralization of power, development and widespread implementation of public system monitoring.
