Object of research: state regulation of international migration. Purpose: substantiating the theoretical foundations and developing practical recommendations for improving state regulation of international migration of highly qualified personnel. Methods: hypothetical-deductive method of forming the methodology of dissertation research, deductive proof of the proposed research hypothesis, structural-functional analysis, a number of comparative methods, statistical method, predictive method, theoretical-conceptual method. Results: scientific and applied recommendations for state regulation of international migration of highly qualified personnel were substantiated. Novelty: substantiated strategic approaches to improving state regulation of international intellectual migration; the directions of development of state regulation of the international migration of highly qualified personnel were improved on the basis of a comprehensive study of foreign experience with the formation of the main ways and measures for the development of processes in various regional markets, with the involvement of the intellectual elite of the state; methodological approaches to the formation of the functional structure of state regulation of international migration of highly qualified personnel; received further development: scientific and applied provisions of the peculiarities of state regulation of international labor migration of professionals in Ukraine; the conceptual apparatus of state regulation of international migration of highly qualified personnel by clarifying such definitions as "state regulation of international intellectual migration" and "state regulation of international migration of highly qualified personnel." Introduced into the activity: by the Department of the State Migration Service of Ukraine in the Rivne region, the Rivne regional state administration.
