Essay

The thesis considers theoretical and methodological bases of complex use of natural resources, ecological and economic principles. It reveals the essence; peculiarities and directions of integrated environmental management, the methodology of estimation of integrated environmental management, the problems identified and summarized the foreign experience of development of integrated nature management in regions reach in forests. It is proved that integrated nature management is such a use of natural resources and conditions that ensures the achievement of certain targets, compliance with the basic principles of integrated economic development of natural resource potential, the introduction of the most effective organizational and economic forms of environmental management, the use of economic mechanisms and international regulatory standards in the context of solving the complex of current environmental and economic problems of a particular territory on the basis of achieving and maintaining the natural ecological and resource balance. The author's approach to the assessment of the level of complexity of environmental management, which provides for the calculation of the coefficients of complex involvement in the economic turnover of primary natural resources, in-depth industrial processing of natural resources, the concentration of types of integrated environmental management, specialization and localization of integrated environmental management. The identification of the objectives of integrated environmental management in the Carpathian region in the context of the main segments of the natural resource sector (forest production, agricultural, water and mineral complexes and waste management industry), which connects sectoral priorities of integrated environmental management with institutional support, in particular the decentralization of environmental management, the formation of utilities, cooperation activities of natural resource users, the conclusion of public and private partnership agreements, implementation of environmental projects and diversification of the banking services portfolio in terms of lending to environmental projects. The paper developed theoretical and methodological approaches to the formation of an economic mechanism for the implementation of an integrated approach in the field of environmental management of the Carpathian region, which provide for the allocation of three stages (legal support; formation of systems of regulation of integrated environmental management at the regional and local levels; diversification of financial and economic support for integrated environmental management), which will avoid institutional gaps in the implementation of new forms of economic development of natural resource potential. The implementation of the three stages of formation of the economic mechanism of integrated environmental management will make it possible to form an appropriate set of methods and tools at the national, municipal and internal corporate level. It is proved that the main element of the economic mechanism of integrated environmental management in the Carpathian region at the regional and municipal level should be a set of methods and tools to promote an integrated approach to the use of natural resources and secondary natural resources. Taking into account the structure of the natural resource potential of the Carpathian region and the economic specialization of administrative regions and districts, the introduction of a mechanism to stimulate forestry and woodworking businesses to improve the efficiency of wood waste management is of paramount importance with regard to implementation into economic practice. The mechanism of organizational and economic support of integrated nature management at the level of the territorial community, taking into account the natural resource features of social and economic development of the Carpathian region and the identification of appropriate institutional forms, which will contribute to the ecological and economic multiplier effect in connection with the introduction of technologies of organic and soil conservation agriculture, environmental reengineering of renaturalized agricultural lands, modernization of hydraulic structures to prevent floods, increasing the level of waste utilization and production of biofuels based on their base.
