Scientific achievements on the aims filling of the conceptual apparatus in
part of disclosure of the hyphensand “resources”, “resource support”,
management of “resource support” and “resource-providing of telecommunication
enterprises management”. From these positions it is proposed the interpretation the
essence, content and result of the management of resource providing of
telecommunication enterprises, as one that is based on combining all components
of resource support and complex management of them and most takes into
account the peculiarities of their functioning. This approach will help to expand the
opportunities of telecommunication enterprises and to the decision of their
competitive advantages.
It is proved by the fact that the scientific approaches to the systematization
components of the resource providing of telecommunication enterprises are
improved. It was established that for the telecommunication company the most
important components of resource provision are: the financial component, the
material component, the human component and the information component.
Generalization of methods and estimations of resource provision
management of telecommunications enterprises made it possible to assert that for
telecommunication companies. There are typical: method of coefficients, methods
of economic and mathematical modeling and method of regression analysis. The
methods considered and their use enable to monitor, analyze and assess the impact
of a large number of internal and external factors on the management of the
resource providing of telecommunications enterprises in the aspect of the
coordination, increasing the efficiency of management in general, assessment of
competitiveness and promising areas of activity.
In order to define the importance of each component of the resource
provision of telecommunications enterprises the resource support Kyivstar,
Vodafone-Ukraine and Ukrtelecom. It is determined that the level of resource
support of all the studied enterprises is at a sufficient level, and in Kyivstar and
Vodafone Ukraine. It has a growing trend in the last few years, in Ukrtelecom
there is a decreasing trend.
Analysis of the resource - management system of telecommunications
enterprises that all the enterprises in the system of management their resource
provision is implemented by complex main divisions of enterprises, including the
Financial Department, the Department of Human Resources, the Technical
Department, the Marketing Department, the Administrative and Economic
Department.
It is argued that the profit is the deciding factor of any enterprises,
including telecom, which, in the case of high positive importance, provides the
highest level of enterprise efficiency. In accordance this, the methodology for
maximizing profits through a built mathematical model of optimization of resource
support, based on the use of regression analysis and linear programming methods.
A conceptual approach to the formation of a strategy for the resource
providing of telecommunication companies, which is based on basic principles,
outlines the fundamental characteristics of resource provision management in the
context and specifics of telecommunication enterprises activity and reveals it is a
complex contradictory constructions are offered.
It is noted that management of resource providing of telecommunications
enterprises has significant drawbacks, which consist in imperfection of personnel
and information components of telecommunication enterprises. Directions of
improvement of personnel and information components of telecommunication
enterprises are suggested, in particular proved that the most expedient is the
implementation of qualitative estimation of personnel and non-financial motivation
of employees by providing more flexible work schedule and usage of
psychological management methods.
Recommendations of improvement of the information component of
telecommunication enterprises provide for clear regulation of information receipt
to the relevant structural subdivisions in order to prevent its distortion and ensure
completeness and timeliness of necessary information
