In the dissertation the theoretical and methodological foundations of the study of meritocracy as a means of building an effective state are revealed. On this basis, the basic research approaches to its definition as a cumulative characteristic of a separate educational system, which ensures the formation of powerful management systems with widely developed democratic principles, are systematized. The essence of building an effective state as a methodological construct is investigated, which is objectively and directly dependent on the influence of meritocratic forms of government; possesses an effective toolkit for developing strategic decisions and implementing administrative and management functions, focused on ensuring the stable life of society. The basic concepts of building an effective state are systematized, which ensure the ability and ability of the state to serve socially important goals, to function effectively in transitional periods of its development through the introduction of appropriate modernization projects, to ensure systematic modernization of society. The influence of meritocracy on building an effective state has been identified, which implies the institutionalization of management by professional managers capable of guaranteeing the effectiveness of their activities; shows the dual functionality of the influence of meritocracy on the construction of an effective state, namely: meritocracy, ensuring the balance of the institutional foundations of the state, serves the efficiency of functioning of its institutions. As a structural and functional form of providing innovation in public administration, it influences the construction of an innovative model of an effective state, which combines paternalism, elitism and meritonism (taking into account capabilities), which creates the conditions for the evolutionary construction of building an effective state in the modern world.
