The dissertation presents a theoretical generalization and a new solution to the scientific - theoretical problem, which consists in the disclosure of state regulation as a component of state administration in the sphere of combating organized crime in Ukraine. Having researched the achievements of many scientists, they pointed out their significant contribution to the development of theoretical methods of state regulation of combating organized crime, many of which have been successfully implemented. However, given the fact that the problem of the existence of organized crime is on the agenda of our country, it is necessary to theoretically study the issue of constructing a new strategy and applying the updated tactics of combating organized crime. From the point of view of modern theories of public administration, the author defines the concept of "state regulation in the field of organized crime", which is a set of measures of public authorities, law enforcement agencies and specially authorized structures aimed at preventing, detecting and neutralizing organized crime the purpose of counteracting criminal intentions inherent in criminal direction in order to ensure the balanced and effective functioning of a single anism. On the example of the EU countries, the main tasks for the implementation of public administration mechanisms for the investigation of the phenomenon of organized crime of the mafia type and similar criminal communities are systematized, which are: 1. Monitoring the implementation of previously adopted laws; 2. Assistance in the adoption of legislative and administrative provisions in order to increase the effectiveness of mechanisms in the field of combating organized crime; 3. Ensuring the adequacy of already adopted laws and making proposals on the necessary measures to prevent criminal activity; 4. Verification of compliance with laws that were adopted earlier; 5. Monitoring the implementation of the rules of preventive (preventive) measures to combat organized crime; 6. Systematic verification of the adequacy (adequacy) of state structures responsible for crime prevention and counteraction. The prospects of institutional transformations of state regulation in the field of fight against organized crime in Ukraine are determined and substantiated, among which: - exchange of information with other states during the proceedings in order to organize and conduct the necessary inspections and measures of operational and investigative nature; - strengthening the work of mechanisms of international cooperation in the search for persons (who have already been charged or those who are accused) who are hiding to avoid criminal liability and who are wanted by the state or interstate; also in the organization of extradition of such persons; - strengthening international cooperation in the search for missing persons, victims of human trafficking, stolen vehicles, antiques and those of cultural value, identification of unidentified persons or corpses, etc .; - constant exchange of statistical and analytical information related to the fight against transnational crime and the organization of law enforcement.The directions of the drafting of the Concept of improvement of the mechanisms of public administration in the field of fight against organized crime are defined, among which: - to improve the electoral system in order to objectively reflect the "breakdown" of political forces in society, to prevent the existence of political "radicalism" and the conditions that may cause uncontrolled political conflicts in the creation of a legislative field to combat organized crime; - abolish the parliamentary immunity of the People's Deputies of Ukraine; - to develop and adopt a Code of Conduct for Representatives holding elected office, which will provide for the possibility for voters to verify the eligibility of their income and expenditure; - Develop a clear mechanism to prevent the criminalization of the political process; - to create an effective mechanism for enforcement of state decisions on combating organized crime by state, judicial and law enforcement agencies; - to increase public confidence in law enforcement and political authorities in matters relating to the joint fight against crime; - Introduce the practice of reporting annually to the President, the Government, the heads of law enforcement agencies on combating organized crime in Parliament, while broadcasting speeches on radio and television; - take precautionary measures to disseminate information by NGOs that implement projects at the expense of international organizations of an unreliable, exaggerated or provocative nature regarding the size, spread of organized crime and the results of activities of the authorities authorized to combat organized crime; - Introduce the practice of work on self-awareness and mentality of Ukrainian citizens.
