The paper investigates the nature, generalizes the features of transboundary and on the basis of the totality of natural-geographical, legal, social and ecological and economic components for water resources located in the territory of two or more states, proposes interpretation of the concept of transboundary water resources. The conceptual bases for the management of transboundary water resources have been improved, which are envisaged by the achievement of social, economic and environmental objectives by the management of interstate, national, regional and local levels on the basis of an integrated approach and by means of system-forming principles and instruments of general and specific management functions.
Methodical principles for the evaluation of the efficiency of the management of transboundary water resources have been developed. Proposals for complex evaluation of the efficiency of management of transboundary water resources have been formed, taking into account qualitative and quantitative indicators according to the criteria of institutional-organizational, informational-communicative support of the process of management and indicators of realization of social, economic, environmental goals of management of transboundary water resources.
The analysis of the availability of water resources is carried out, the results of which prove the feasibility of assessing the water supply of countries, taking into account the part of transboundary water resources to which such states have access. The main problems in the field of water supply in Ukraine are identified, the directions and ways of minimizing the existing threats are determined. The current state of water resources management in Ukraine is described, which is estimated to be imperfect. Organizational and economic measures to improve the management of national and transboundary water resources have been proposed.
According to the results of the efficiency assessment, the level of joint management of the transboundary water resources of the Western Bug River is low. To increase the efficiency of their use and to meet social, economic and environmental needs, the need to improve the level of institutional support for the management of the transboundary water basin, to build an organizational structure for managing the water resources of this basin by establishing a joint body and improving the economic management mechanisms are substantiated.
Strategic directions of improvement of organizational mechanisms of management of transboundary river basins are analyzed and substantiated, which envisage initiation of European integration processes, implementation of modern organizational and legal, ecological and economic measures in national legislation, establishment of effective intergovernmental cooperation of state administration, and cooperation. A method for determining the amount of annual contributions by States to a joint governing body is proposed, which is to apply the principle of proportionality to the surface area of a transboundary basin located within their territories, taking into account interest and opportunity factors.
The basic directions and stages of improvement of the organizational and economic mechanism of management of transboundary water resources are grounded, which include the formation of motivational bases, defining the goals of joint management, formation of regulatory and institutional environment, development and implementation of management plans, involvement of international organizations, scientists, public in management interested water users, use of ecological and economic instruments of compulsory, permitting nature, financial investment software. Proposals on directions of improvement of the organizational and economic mechanism of management of national and transboundary water resources have been formed.
The organizational structure of the joint management body of the transboundary river basin of the Middle Vistula has been developed, the basic principles of functioning of the institutions authorized to make decisions at the level of the transboundary basin, to exercise executive powers have been determined. The structure and powers of the executive body of the basin organization are proposed. Proposals for an economic mechanism for managing transboundary water resources in the middle Vistula basin at the interstate and national levels have been formed.
