Essay

The dissertation is devoted to substantiation of theoretical and methodical bases, scientific development and practical recommendations on state development regulation of granting sphere of housing and communal services in Ukraine. An approach to state regulation of housing and utilities services has been developed, which provides for the formation of the structure of public administration by subsystems at the following levels, namely: strategic (covers the national level, defines development strategies, tools, coordinates and finances housing and utilities services) ; tactical (covers the regional level and aims to develop and symbiosis of direct and indirect management methods); operational (covers the municipal level and the functions of linear management of housing and communal services); organizational (at the enterprise level solves management tasks for the organization of service provision and ensures the implementation of tasks related to the peculiarities of service consumption). This approach will ensure the adoption of rational management decisions in each of the subsystems and the creation of a self-reproducing management system. A system of interaction between the participants of the process of state regulation of housing and utilities services is proposed for implementation, which provides for the application of the strategy of integrity, balance, feedback and principles, namely: synergy (education, balance), openness (object-oriented) programming), homeostatic (technical and organizational mechanisms of self-regulation and stabilization in the production system), dynamism (constant but gradual increase in quality requirements), hierarchy (multi-stage management structure, in which the primary (lower level) units are governed by their own bodies, which are under the control of the governing bodies of the next level), not linearity (self-organization of consumers). Such a system will ensure the definition of sustainable centers of responsibility, ensuring the achievement of development goals, improving the efficiency of the provision of housing and utilities services.
