Essay

The dissertation is devoted to solving an important scientific and practical task of improving the mechanisms of state policy to counter the shadow economy in Ukraine. The study examined the theoretical, practical and organizational issues of the formation and functioning of the mechanisms of state policy to counter the shadow economy in modern conditions. As a result of the study, it was proposed to consider the mechanisms of state policy to counter the shadow economy as an integrated system of public administration, the components of which are specific management mechanisms. (Organizational-economic, political, regulatory, informational, analytical, motivational, etc.), which together are able to ensure the implementation of a balanced and effective state policy to counter the shadow economy. It has been determined that the integral goal of the state policy mechanisms to counteract the shadow economy is to minimize the level of the shadow Sector of the economy and bring the state to an acutely new level by attracting capital of the shadow Sector for structural adjustment of the economy i increase the share of the legal Sector of the economy in the material and non-material Spheres providing it competitive development, taking into account the need to build up the welfare of the population. Substantiated stages of the implementation of strategic guidelines state policy mechanisms to counter the shadow economy. A system for implementing state policy mechanisms to counteract the shadow economy as a dynamic integral environment is proposed, it allows influencing the growth of indicators of the legal sector of the economy and includes a set of functional subsystems (subjects of state policy; regulatory, budget, tax, customs and information and analytical support; regulators).
