Essay

The author considered the content and importance of food security as a component of national security. Approaches to the definition of food security were analyzed, taking into account the approaches to this definition on various grounds, the author formed his own definition of this economic category. In the dissertation the new decision of an actual scientific and applied problem of theoretical and methodical research of regulation and forecasting of food safety of Ukraine in modern economic conditions is offered. The main results of the study provide an opportunity to formulate the following conclusions. The indicators of food security of Ukraine in the conditions of sustainable development are analyzed and the low problems in ensuring food security in Ukraine are highlighted. Therefore, it is proposed, first, to combine government and business actions and efforts to provide the population of Ukraine with food of safe level and quality, as well as to bring environmental standards in line. Secondly, to combine the efforts of the state towards public-private partnership (PPP) with the efforts of small, medium and large businesses and the mechanism of integrated interaction of enterprises (horizontal and vertical integration, diversification of production). The proposed improved organizational and economic mechanism of combining the efforts of the state and business and integrated interaction of food enterprises will allow producers, with the support of the state, to obtain additional competitive advantages and necessary resources, and the state will receive additional budget revenues. The composition of food safety indicators and their information support are substantiated. The system of regression models for providing the population with basic foodstuffs in terms of energy value, consumption of proteins, fats and carbohydrates, which can be used in practice in compiling regulatory forecasts, to improve the level of food security. The cluster analysis of food security components of the state allowed to perform a scientifically sound classification of regions and identify priority areas of public administration, including increasing the share of consumption of animal products and restoring economic growth to improve their availability; An information-analytical system of modeling and normative forecasting of food security of the state was developed, which allowed to automate analytical calculations on the basis of the proposed methods and models. It was found that the biggest problem in providing the population with basic foodstuffs is the inconsistency of the structure of the existing food basket with the recommended proportions of products of animal and plant origin. The main reason for this phenomenon is low purchasing power and, as a consequence, a high share of food expenditures in the structure of citizens' incomes.
