Essay

The thesis revealed the theoretical and methodological principles of researching the mechanisms of interaction between civil and state control as a tool for public administration, revealed the essence of state control as a tool for fixing compliance with the goals of actions, demonstrated the effectiveness of influence of control on the resource potential of stability and balance of functioning of public administration. Civil control over the activities of public authorities in the context of research approaches, the difference between social and civil control were characterized, which is based on the abstraction of the status and functional role of the state in this process and expanding the prospects of authorities of civil society. The normative-legal regulation of interaction of civil and state control in Ukraine was systematized, the content of the basic normative documents was detailed which lay down technological preconditions for optimization of interaction of civil society institutions and public authorities, the mechanism of optimization of normative-legal regulation of interaction of civil and state control in Ukraine was elaborated. The expansion of interaction between civil and state control was characterized as an optimization mechanism for the development of the public administration system of Ukraine, optimization measures which serve to expand the interaction between them, the mechanism of civil-state expertise as an optimization mechanism for expanding interaction between civil and state control were elaborated, optimization parameters of functioning of institutes of civil society and bodies of public administration were classified which ensure expansion of interaction of civil and state control.
