It is proposed to build a system of civil service on the principles based on the provisions of the European Union and ensure the harmonization of institutional relations. Among the proposed should be noted the following: the catalytic nature of the civil service. Traditional governments use their tax money primarily to create a bureaucracy that provides services: public schools, public transportation systems, public welfare departments. It was found that the civil service in terms of its structural elements is transformed into a completely new concept. The rigid administrative system of subordination is being replaced by a partnership between the state and citizens. This is what defines the new general areas and tools of the civil service. The dissertation substantiates how standards and principles characterize the general understanding, which has become widespread in the European space, mainly through the definition of concepts of public administration. The influence and role of European institutions is revealed. In the process of implementing joint programs for the transformation of the civil service system, European institutions are crucial, as it is as a result of such interaction during the analyzed period that more than 58 projects were implemented in the practice of the civil service. It is calculated that the civil service system of Ukraine is quite similar to the civil service system of Germany and France. The influence of European integration on the processes of institutionalization and transformation of the civil service in Ukraine, expressed in structural transformations, is revealed. The expediency of intensification of the introduction of Open Data in the practice of civil service is substantiated, the directions of transformation of the civil service in Ukraine on the basis of realization of "Open data" are generalized. It is substantiated that all the countries of the European Union have balanced institutional mechanisms for the transformation of the civil service, which are subordinated to a smaller number of state structures in contrast to the Ukrainian realities. The experience of Italy, Germany, and the Czech Republic shows that only a single institutional entity can be effective in transforming and converging the civil service of Ukraine to the civil service system of the European Union. It is proposed to create a single center for the transformation of the civil service, which would develop and implement transformation processes under the coordination of the Verkhovna Rada and the President. The author's approach to improving the initiation of projects in the field of open government is proposed. It is proposed to form a mechanism that would be based on the following approaches. First, crowdfunding, or equity crowdfunding, is an alternative financial instrument for raising capital in startups and small businesses from a wide range of microinvestors. The second is the use of crowdfunding. Crowdfunding – public collaboration – the collective collaboration of people (donors, contributors, donors) who voluntarily pool their money or other resources together, usually over the Internet, to support the efforts of others (owners, creators of a startup company, project) or organizations (recipients). It is determined that local governments should take the initiative in the implementation of electronic document management systems for office automation, preparation and approval of draft resolutions, the creation of administrative service centers. The main problem of most local authorities still lies in the departmental isolation of administrative services, which complicates the exchange of information between them. The primary goals of local authorities are the following areas: to develop programs for the implementation of e-government, which should include the city's approach to improving the management process using informatization; increase funding for e-government in local government; introduce electronic document management, including the use of electronic digital signatures; to provide training and retraining of specialists for the needs of local self-government to support e-government systems; implement ISO 9001 standards for reforming the procedures of local structural units of state bodies in order to implement information technology in management activities; develop and implement specialized software to automate the work of administrative service centers, e-city, e-city card, constantly improve local government sites, expand their content and provide feedback to improve management systems and online services; expand Internet access and increase connection speeds in remote communities; prescribe in their statutes the principle.
