The aim of the study is to improve and further develop conceptual foundations and scientific and practical approaches to defining guidelines for developing strategies for sustainable development of industrial infrastructure of the national economy in the security dimension in the medium and long term (for example, rail transport), as well as developing recommendations for institutional priority guidelines for the implementation of these strategies.
The object of the study is the process of regulating the sustainable development of the production infrastructure of the national economy in the security dimension on the example of railway transport.
The subject of the research is scientific and practical approaches to defining guidelines for developing strategies for sustainable development of production infrastructure of the national economy in the security dimension in the medium and long term (for example, rail transport), as well as recommendations for institutional support in achieving these strategies.
The dissertation is devoted to the definition of strategic guidelines for sustainable development of the production infrastructure of the national economy from the standpoint of security in the medium and long term (on the example of railway transport).
The paper proposes the concept of sustainable development of railway transport in the safety dimension with additional inclusion in its constituent stages of forming the relationship of structural elements of sustainable development with the safety of railway transport of Ukraine, as well as the development of appropriate institutional measures for development of the industry. tasks of transition to the trajectory of sustainable development.
The classification of structural elements and indicators of sustainable development of railway transport is carried out, the peculiarity of which allowed the indicators of industrial, logistical and technological safety to the economic component; to social - indicators of employment, mobility of the population, wages in production; to the environmental - indicators of electrification, levels of carbon dioxide emissions and final energy consumption, as well as additionally take into account the following aspects of shadow economic activity, namely: the level of shadowing of transport services and the level of shadow wages in the industry.
During the study, the level of sustainable development of production infrastructure was assessed by simultaneous rationing of indicators and their threshold values by a single rationing coefficient and their subsequent integrated convolution, which made it possible to compare the dynamics of integrated indices with integrated thresholds, to identify scientifically sound hail. safety / danger zones and define strategic goals.
The application of an integrated multifactor model for identifying the level of sustainable development made it possible to identify the state of sustainable development of railway transport and justify the target strategic guidelines for the restructuring of the industry. The paper proposes to improve the scientific and methodological approach to substantiation of strategic scenarios of structural adjustment of sustainable development of railway transport in terms of introducing the goal-setting stage, namely: the peculiarity of setting strategic goals for the medium and long term as a continuation of the integrated index which made it possible to determine the realistic dynamics of structural adjustment of the industry.
During the study, the effectiveness of strategic scenarios of sustainable development was assessed using an integrated criterion, which allowed the monitoring to determine the effectiveness of the executive authorities in the country in terms of railway transport development. The application of the methodological approach to the system support of strategic scenarios of sustainable development made it possible to directly link critical threats, institutional measures and strategic scenarios of railway transport development, as well as to comprehensively take into account the consequences of institutional measures by mitigating threats to the implementation of certain certain railway development scenarios.
