Essay

Theoretical approaches to the research are analyzed, its conceptual-categorical apparatus; the concept and strategy of ensuring rights of internally displaced persons are justified; methodological bases of the research mechanisms of state regulation in the area of internal forced migration in Ukraine are defined. In particular, it has been established that there is no single approach in science to define the phenomenon of migration and its varieties of forced internal migration (hereinafter referred to as FIM). In a general sense, the term «migration» is understood as resettlement, spatial moving, movement of people in space and time. FIM is different from pendulum, spontaneous and other types of migration to be required by the state regulation: the return of IDPs, their resettlement, integration and reintegration into their homeland terrain, I mean, the final stage and result of migration must be formally defined; FIM has a strong social and security component. Mechanisms of state regulation in the area of internal forced migration are theoretically justified, practical recommendations have been developed for their improvement at the integration present stage of internally displaced persons into host communities. In particular, the basic principles of mechanism of State regulation in the area of FIM are defined with emphasis on quality integration of IDPs in host communities. The author’s definition of the concept of «sustainable integration IDPs» has been developed. The peculiarities of the functioning mechanisms of state regulation in the area of internal forced migration in Ukraine and problems of their implementation at the current stage of IDP integration are revealed and systematized. Modern approaches to the implementation of state regulation mechanisms in the area of internal forced migration in Ukraine are developed and substantiated to achieve sustainable integration IDPs in host communities based on the basic principles of specified mechanisms, information and analytical tools, «risk maps» for preventing unbalanced decisions on internally forced displaced persons from outside of public authority. The directions of improvement of state regulation mechanisms in the area of internal forced migration in Ukraine are determined to achieve sustainable integration of IDPs into host communities. The quality monitoring system and state regulation targeting system by IDPs’ integration into host communities have been developed.
