Bulanova Y. Codes of ethics as sources of service law

The dissertation carried out a comprehensive scientific study of codes of ethics as a source of service law. The concept and place of service law in the national legal system of Ukraine has been determined. The features of the legal relationship in the field of public service as a subject of service law are highlighted. The system of sources of service law is characterized. The importance of ethical codes in the regulation of relations in the field of public service has been established and their place in the system of sources of service law has been determined. Foreign and international standards of observance of ethical norms of official activity have been determined. The purpose, structure and content of ethical codes as sources of service law have been clarified. The features of ensuring the implementation of the norms of ethical codes in the field of public service are analyzed. The directions of ensuring the effectiveness of ethical codes as a tool for regulating official legal relations have been substantiated. The need for institutional legalization of a number of elements of the ethical infrastructure of the public service is noted, which include, in particular, the need to optimize the normative definition of the norms of ethical behavior, mechanisms of internal and external control, and the like. Taking into account the fragmentation of approaches to the establishment of the ethical foundations of the professional activity of public servants, its unconditional negative consequence has a low level of implementation of the functions and tasks of the state, the expediency of developing and adopting a single codified act on issues of official ethics - the Ethical Code of Public Service - is substantiated.
