In the dissertation the general theoretical characterization of the educational process in higher education institutions with specific learning conditions by elaboration of normative legal regulation, as well as scientific doctrine in the specified field, including in their historical retrospective, is carried out. The author formulates his own concept of the higher education institution with specific learning conditions, educational process of such institution, administrative and legal regulation of educational process, as well as characteristic features that are inherent in the educational process and classification of its components are formulated also. Besides, the substantive components of the vocational training of higher education applicants with specific learning conditions, persons taking direct part in the educational process are systematized and grouped. Also the author defines the relationship between the higher education applicant and the learner, the main purpose of which is to select the most effective way of transferring information and its assimilation, The author provides the description of the participants of the educational process in higher education institutions with specific learning conditions by revealing the nature of the activities they carry out in the educational process, as well as the personal competences of such participants. The author forms and structured fields that need their improvement. She also presents her own approach to the components that are necessary for the modernization of administrative and legal regulation of the educational process in institutions of higher education with specific learning conditions. At the same time, the special attention is paid to the system of specific proposals for such modernization, in particular in the areas of regulatory support, personnel policy management and organization of the educational process.
