Shovkivska V. State regulation of human capital development under conditions of Ukrainian economy transformation

On the basis of the systematization of the approaches to the definition of economic nature of the category ‘human capital’, the author’s vision of the essence of this definition, taking into account the transformational economic processes specifics, has been justified. The methodological approaches to the state regulation of human capital development, its legislative and normative regulation have been improved. The conditions assessment has been made and the problems of state regulation of human capital development have been defined, the particularities of the development process in the construction have been studied and the foreign expertise in state regulation of human capital has been generalized. The priority areas of improvement of state regulation of human capital development under conditions of Ukrainian economy transformation have been defined and have become a subject of further development. The mechanisms of state regulation of human capital development have been elaborated, and their aim is the provision of high productive innovation human capabilities by general and professional education development, creativity, activity, health improvement, increase of motivation to highly productive labour and quality of life of the citizens. The methodological approaches to the calculation of cost of living and minimal wages, social standards and guarantees on the basis of establishment of State System of Social Processes Monitoring have been improved in this work. The fundamental areas of human capital development have been defined and they concentrate on the establishment of the effective mechanism of balancing of the educational services market and labour market by qualitative and quantitative indicators; establishment of modern innovation approaches to education and to innovative and pedagogical methods; formation of modern effective informational system of scientific and technical information for institutions of higher education, scientific and research organizations and innovative enterprises; integration of science, education and production through innovative highly technological environment of human capital development reformation.
