Solonnikova I. Formation and implementation of state policy in the area of well-being of settlements

The dissertation deals with the peculiarities of the formation of the state policy of improving the settlements of its normative and legal provision. The directions of the state policy regarding the organization of settlements improvement are determined. The peculiarities of state regulation of the placement and use of outdoor advertising and outdoor lighting as elements of urban settlements are singled out. The established procedure of drainage, cleaning and maintenance of sanitary status of the territory of settlements is considered. The peculiarities of the state policy on the maintenance of the street and road network as an element of urban settlements are revealed. The directions of improvement of the state policy on improvement of settlements in the conditions of decentralization of management are offered. The directions of improvement of control in the sphere of improvement of settlements are outlined. Prospects of introduction of foreign experience in the process of organization of settlements improvement are determined.
