The dissertation presents a consistent solution of a specific scientific problem, which aims to substantiate the theoretical provisions and to develop practical recommendations for improving the mechanisms of state regulation of small and medium enterprises in Ukraine. The results obtained during the study allow us to provide the following generalizations, conclusions and recommendations: The research develops a comprehensive mechanism of state regulation of innovative development of SMEs in the region, which aims to develop innovative entrepreneurship as a component of the region's competitiveness in the context of Industry 4.0 and smart specialization, which contains regulatory, organizational, financial, investment, informational mechanisms and aimed at increasing the number of existing subjects of innovative entrepreneurship, creating a regional infrastructure of innovative entrepreneurship, development of various forms of innovative SMEs (startups, e-commerce, innovation clusters, crowdsourcing innovation platforms, etc.). Proposals have been developed to improve the financial and economic mechanism of state regulation of SME development, using the state adjustment of banks' loan policy; creation of an export credit agency and additional institutions to support and promote exports; rational distribution of financial and economic resources in the field of SMEs in the recession of the world economy and the crown virus pandemic. The foreign experience of state regulation of SMEs is studied and the possibilities of its adaptation in Ukraine are determined, which provides: adoption of special programs, stimulation of production of the most priority and innovative types of products, granting of tax privileges, subsidies, preferential bank crediting, legal, information and advisory support.
