In the thesis the theoretical and methodological substantiation of introduction and development of system of rendering of service of early intervention in Ukraine is carried out and recommendations on its improvement are developed. The preconditions, principles and principles of formation of the system of providing early intervention services in Ukraine on the basis of the methodological analysis of the principles of formation of systems of providing social services for families with children, in particular medical and social services of early intervention in developed countries and developing countries. through the identification of such socio-economic conditions. Based on this, the main components of public administration for the introduction of this service for families with children with disabilities or at risk of obtaining them, providing not only positive results that can be achieved in cooperation with government agencies, local governments and other interested organizations, but and negative factors that hinder the development of early intervention, as well as the growing role of parents and other public organizations in this direction. In the context of modern research approaches, the main scientific views on early intervention services are considered. It is established that today in Ukraine there is a dominant medical approach to providing assistance to children with disabilities, which does not take into account parents as mandatory participants in the development and socialization of children with disabilities, as well as links with institutions and institutions of social protection and education and non-governmental organizations. Services for children with disabilities are fragmented, provided in some regions with a developed network of social services and are not publicly available compared to the system of early intervention services, which with state support can be built at the level of each community and aimed at comprehensive problem solving. such children in the early stages.
