The dissertation examines the formation and development of mechanisms of public administration in relation to trade union control, which allows trade unions to influence the socio-economic interests of citizens, including employees and workers. The improvement of trade union control mechanisms depends on the position that trade unions occupy in the system of public administration and on the influence they allow on the socio-economic sphere of public administration, in particular in the context of their human rights function. There is a legal conflict over the understanding of the role of trade unions, giving them public control functions and leveling the trade union control function, attempts to combine control and human rights functions of trade unions with non-profit business activities of trade unions as public associations, inconsistency of legal acts. levels of trade unions and without their participation and presence, have led to the equating of trade union control mechanisms to the organizational and legal mechanism of public administration, and trade union management as part of the organizational structure. Lack of conceptual views on trade union control, mechanisms of state management, theoretical developments in this area lead to legal conflicts and the use of trade unions as financial supplements to the management of enterprises, institutions, etc., as well as the loss of trade unions their main human rights function and influence on the legislative process. The analysis of foreign experience in regulating trade unions focuses on the need to revise the quantitative and qualitative criteria of representativeness of trade unions and their associations (depending on the number of their members, economic importance and the number of employees whose interests are represented by trade unions). In addition, a scheme of interaction of the territorial body on employment with the social partners is proposed. The dissertation corresponds to the passport of the specialty 25.00.02 «Mechanisms of public administration» in the aspect of substantiation of mechanisms of public administration concerning trade union control; and also corresponds to the directions of research in parts: the purposes, tasks, functions of the state, strategies of its development as factors of formation and functioning of mechanisms of public administration; organizational, legal, resource and other types of mechanisms of public administration; formation and implementation of state policy in the spheres of state, regional and branch management and other spheres of public life; relationships and interaction with the public in the system of public administration.
